Abstract

This paper discusses the findings from an 18 month project implemented by MSF-OCA researching 'humanitarian INGO engagement with the state'. It draws upon the findings of five case studies -- Bangladesh, Chad, the Kurdistan Region of Iraq, Afghanistan, and Italy, as well as desk studies on historical engagement between MSF and states. The paper distils some of the common themes which emerged from the research and offers some fresh insights into the themes of authoritarian practices and humanitarian negotiations.
