Türkiye, which has become the country hosting the most refugees in the world with the intense migration flow that started in 201, has chosen to develop cooperation between the State and non-governmental organizations in order to carry out its migration policies more effectively and efficiently. In this context, NGOs have included in the State’s migration management process with the Law on Foreigners and International Protection.
This paper aims to contribute to the development of relations between the state and civil society in the migration management process in other countries by identifying the positive developments and emerging problems caused by the relationship between the State and NGOs in Türkiye during the migration management process.
In the paper; relevant laws, regulations and official government documents, reports, newspapers and statements of the State and NGO officials were used. Additionally, semi-structured interviews were conducted with national and international NGOs operating in the field of refugees and migration in Türkiye. Data obtained from interviews and other sources were analyzed using the content analysis method.
Main findings of the paper are that while NGOs take part in migration management as active actors together with the State in practices related to social harmony and integration, NGOs in Türkiye have limited roles in the policy-making process on migration management issue.
