The Civil Society Enablement Unit (CSEU) In 2018, the Civil Society Enablement Program was launched within Basmeh & Zeitooneh, an organization founded by a group of activists in 2012 with the aim of supporting Syrian refugees. Since then, the program has evolved into its current form as a specialized unit focused on civil society empowerment. This evolution is rooted in our deep belief in the central role of civil society in advancing communities across social, economic, political, cultural, and environmental domains grounded in solid foundations such as freedom, democracy, and pluralism.
The Unit is a human-centered entity that views individuals as "sustainable capital," placing people at the core of all strategies and activities. It was founded with the purpose of enhancing civil society capacities and supporting the civic space. The Unit seeks to achieve a social impact that contributes to building a civil framework based on partnership, participation, and solidarity, ensuring dignity and human rights. We are committed to adopting a sustainable approach to capacity development, supported by innovation and continuous improvement, with the goal of mobilizing and sharing resources and transforming acquired expertise into accessible and non-exclusive knowledge.This strengthens the ability of civil society actors to drive positive change.
Grounded in the principles of human rights, nonviolence, citizenship, and gender justice, the Unit works to enhance the capacity and resilience of civil society actors through a human-centered approach that views individuals as sustainable drivers of change.
CSEU focuses on equipping organizations and institutions with the knowledge, tools, and resources needed to advocate for their economic, social, and political rights. This is achieved through a combination of:

The Unit employs a needs-based methodology, using a customized capacity assessment to identify gaps and deliver support in areas such as project management, proposal writing, fundraising, M&E, advocacy, and democratic participation. Training is reinforced through a learning-by-doing model to ensure application, sustainability, and impact.
Additionally, the CSEU fosters inclusive civic engagement by facilitating dialogue between marginalized groups and decision-makers, and supporting evidence-based advocacy campaigns, research, and policy development to influence positive, community-driven change.
Through its integrated and participatory approach, the Civil Society Enablement Unit plays a vital role in expanding civic space and strengthening the role of civil society in advancing justice, dignity, and equity.
