Abstract
Humanitarian aid governance was in deficit. Humanitarian aid regime centered UN faces with great challenges. Currently, only 60-65% global humanitarian aid budget can be satisfied. UN humanitarian workers safety risk increased. UN coordination regime reform moves slowly. The politicization and militarization of humanitarian aid dissipated the value of humanity, neutrality, impartial, and non-violence principles.
Chinese president Xi Jinping proposed a new idea dealing with world that is to build a community of shared future for mankind. In humanitarian aid space, Xi Jinping proposed Chinese humanitarian aid principles. That is developing humanity, philanthropism and dedication spirits; adhering to the neutrality, impartial, independent basic pinciples; and opposing to the politicization of humanitarian problems, insisting on demilitarization of humanitarian aid.
Also, Xi Jinping decided to improve the troops' efficiency of humanitarian aid, increase the humanitarian cooperation between China and international organization, enhance the regional regime cooperation level on humanitarian aid issue, fulfill the international humanitarian aid convention.
This paper would introduce Chinese scheme on building a humanitarian community with shared future for humanity in both theory and practice.
