Abstract

General wisdom is that upwards of 80% of post crisis assistance is provided by the crisis survivors themselves. This makes the more institutionalized humanitarian assistance effort but a minor part of the overall response to a crisis. The paper will explore the roles which crisis survivors play in providing humanitarian assistance, from staffing externally funded relief projects to mobilizing and delivering aid to family, friends and a wider audience. These roles will be contrasted with the types of interventions generally supported by branded humanitarian organizations and contribute to a better operational understanding of how the crisis survivor engages in humanitarian action and the strengths and weaknesses of this engagement. The paper will touch on how disaster survivors, should or can, be accountable for their actions, particularly in terms of the build back safer concept.
