This paper aims to understand the role of established humanitarian institutions in refugee care in Europe.
Since the co-called European refugee crisis started in 2015, humanitarian agencies have been struggling with their involvement. Should they take responsibility in service delivery? Do they have a role in humanitarian governance? Should they speak out on behalf of refugees?
The paper addresses these questions and aims to bring the voices of humanitarian actors to debates on refugee politics and care in and around Europe. These include UN agencies, the Red Cross and INGOs. The paper is based on research in areas where the perceived refugee crisis is visible, in particular in Calais and Lesbos.
