Abstract

Previously, security and development objectives were clearly dissociated, and development actors reluctant to combine them. Since the end of the cold war, the convergence and even the integration of development and security policies has become a necessity, appearing as a response to crises that combine multiple dimensions (humanitarian, human rights, security, development, governance) .
Groupe URD would like to present the preliminary results of an ongoing study, which sheds light on the relations and tensions between the objectives of the security-development agenda and those of aid - be it humanitarian or development. It is about anchoring reflection in field experiences to fuel the debate around two key issues:
- that of the relationship between security and development actions (the military know that if they can win the war, they can not win the peace)
- the central one, from the conditioning of development aid policies to objectives of internal and external security.
Thus, the main problematic of the study can be formulated as follows:
What are the devolved roles and necessary adaptations for aid actors in a context where initiatives aim to increasingly articulate humanitarian operations, stabilization and development?
