This paper will present how militaries can contribute to need assessments during natural disaster response using the case studies of Australian responses to Typhoon Haiyan (Yolanda) in the Philippines in 2013, Cyclone Pam in Vanuatu in 2015 and Cyclone Winston in Fiji in 2016.
The paper will argue that military personnel, when working in a combined civilian-humanitarian-military team, can contribute to understanding the needs of affected populations. It will present the benefits of working with militaries to optimise needs assessments, and in turn reduce duplication and overlap of assistance.
