Abstract

Over the past 3 years, a number of exciting communication and community engagement (CCE) activities have been happening in Vanuatu, that is #1 on the World Disaster Risk Index. Supported by CDAC and GTS, these activities have focused on strengthening the National Disaster Management Office (NDMO) in organising and supporting its communication processes and developing a strong system for hearing and amplifying community voices in disasters. This second of a 2-part presentation will highlight some of the major challenges faced in this process, and the lessons that have been learned. These will include a discussion of resource development, trainings, and tools that have been developed, and the challenges presented by factors such as extreme geographic dispersion, high levels of literacy, limitations of technology, and challenges around inclusion. It will also present a few of the major successes, including a Rapid Pro experiment, a research study, and production of videos and other resources.
