Abstract

Humanitarian organizations are facing increased incentives to collect and share data for various purposes. At the same time, they must ensure that data is only used for humanitarian purposes and does not cause harm to vulnerable populations.

The Humanitarian Data and Trust Initiative (HDTI), convened by the Government of Switzerland, the International Committee of the Red Cross (ICRC) and the United Nations Office of Humanitarian Affairs (UN OCHA) Centre for Humanitarian Data, launched a dialogue process on responsible data sharing between humanitarian organizations and donors; supported by empirical studies.

A better understanding of the complex architecture of the processing of data that is shared with donors; and of the specific risks it entails for the affected population is only a first step. Commonly agreed principles for responsible data sharing should be developed building on existing guidelines and Data Protection principles. The dialogue is working on proposals along key objectives:

- Ensure that the needs and rights of the affected population remain at the center;
- Articulate clear approaches and bring transparency to data governance in partnerships between humanitarians and donors.
- Assess and mitigate risks to ensure protection of individuals and groups in different humanitarian contexts.
