Anticipatory humanitarian action enables actors to start their work before a predicted disaster strikes. This can prevent the loss of many more lives and livelihoods than purely reactive humanitarian action ever could. Currently, more donors commit to more financial support, more actors are getting involved, and more research and practical experiences can inform the choice of trigger mechanisms and use of data, as well as the planning and implementation of anticipatory actions.
This momentum should be used to expand anticipatory humanitarian actions: in terms of scope, to more geographical contexts, more types of hazards, and more actors. However, the scale-up also entails risks, especially when it comes to situations of conflict. The paper will provide an overview of the current uses of anticipatory humanitarian action and facilitates the move toward linking it to situations of conflict. To integrate anticipatory actions in more contexts, this paper proposes a set of research questions and concrete next steps for various actors.
