Abstract

Background: In a humanitarian crisis, camps and camp-like settings are often the only places where internally displaced persons (IDPs) and refugees can seek protection and assistance. Tension often arise when the interests of humanitarians (NGO and UN staff) do not align with the different stakeholders who are each contending for their own political interests.

Methods: Over the last four years, Minimum Standards for Camp Management have been used in various displacement settings (Bangladesh, Greece, Mozambique, Somalia, North East Syria, and Yemen) first in consultations, later with pilot field testing tools, and more recently to support principled and monitored responses.

Results: Based on the fundamental belief that the rights of all displaced persons must be respected and their needs met in a way that supports their dignity, barriers to utilizing these standards have illustrated the need for engagement with state and non-state actors alike, as well as including engagement with the displaced persons themselves. Those applying the Minimum Standards in Bangladesh have also utilized the Standards as a basis on which to ensure that the transfer of camp management duties to state partners was performed in a principled manner and to employ a recognised benchmark for the handover.

Our discussion will focus on how to deliver a more principled engagement with all stakeholder groups in order that affected populations are offered the most effective opportunities to see their rights upheld through mandated site management agencies for as long as is necessary.
