Abstract

Logistics plays a key role in humanitarian assistance. Globally, 60 to 80 per cent of humanitarian funding are indeed utilised by the supply chain. Numerous technical logistics standards and guidance tools exist in the aid sector, although most are organization-centered and few are universally endorsed. Universal standards are intended to be used as a common basis by all actors in the humanitarian response so there is a common understanding of the minimum to be done and key features of the response. In humanitarian logistics this includes guidance on how to manage procurement, transport, warehouse, distribution, assets, and fleets which are always part of the negotiation with government. The presentation will provide examples from the Universal Logistics Standards handbook launched in May 2021 to see how standards can frame an independent and neutral response.
