It is widely reported that older people and people with disabilities remain invisible on the designing, implementing and evaluating phases of humanitarian responses. This paper discusses how engaging older people and people with disabilities in a participatory audit of governmental, nongovernmental and community- based humanitarian response programs enhanced their meaningful participation in humanitarian actions, based on an elrha-funded Tearfund project entitled: ‘Nothing about us without us’ - participatory audits to amplify the voice and experience of older people and people with disabilities to enable systemic change and inclusion. The project was implemented in Shashemene town in Ethiopia, following a conflict- induced humanitarian crisis in 2020.
The paper describes both the participatory process and findings of the audit, and provides appropriate recommendations to enhance the meaningful participation of older people and people with disabilities in humanitarian actions. And it argues that participatory audit can be a panacea to identify and remove attitudinal, environmental and institutional barriers that hinder the participation of older people and people with disabilities in humanitarian actions.
