Abstract

People with disabilities are part of society, but society’s view of them as a weak category hinders their work in the humanitarian field. Although the International Convention stipulates in Article 5 - Equality and non-discrimination, this imposes on the state to integrate persons with disabilities in the humanitarian field, especially in the natural environment, and the International Convention affirmed in Article 9 – Accessibility, their right to access until they are properly integrated, and all of this The articles were agreed upon in the agreement, and the agreement was confirmed in Article 11 - Situations of danger and humanitarian emergencies. All of these provisions indicate the integration of persons with disabilities into society, especially in cases of emergencies, disasters, and crises. this paper will address the reality that is different from what was stipulated in the agreements and laws, especially addressing the recent floods that caused a severe humanitarian crisis in the city of Derna and its environs, and the extent of its impact on people with disabilities.
