Abstract

Based on recent research conducted by MSF, this paper will explore a proposed tactical - strategic framework of humanitarian negotiations. Whereas tactical-level negotiations deal with day-to-day humanitarian operations and access issues, strategic negotiations seek to develop relationships with higher-level political authorities to ensure longer-term viability of organisational presence. The paper will develop the conceptualisation of strategic negotiations as a form of humanitarian diplomacy. The implications for organisational capacity building will be elaborated upon.
