We are a Syrian-led organization based in Gaziantep, dedicated to serving communities in southeastern Turkey. Our work focuses on humanitarian assistance, civil engagement, and human rights for both Syrian refugees and Turkish citizens.
Over the years, through our close work with these communities, we have identified a range of challenges and critical issues. In response, we have developed a set of recommendations to address these concerns. Given the evolving political landscape, the shifting governance structures in Syria, and the growing desire among many Syrians to return home, it has become essential to reassess the dynamics of return and integration.
In light of the changing legal frameworks and procedures between Turkey and Syria, we present this paper to contribute to the ongoing discussion on facilitating voluntary, dignified, and safe return for those who wish to go back to Syria, while also ensuring appropriate conditions and protections for those who choose to remain in Turkey.
This paper includes recommendations aimed at supporting both groups — those planning to return and those wishing to stay.
