Abstract

Humanitarian aid is defined as an international area of responsibility aimed at protecting human life, alleviating suffering and meeting basic needs in crisis situations such as natural disasters, wars, epidemics and mass migrations. The importance and necessity of humanitarian aid in the world is clear. Supporting people in the face of difficulties that have arisen as a result of natural or humanitarian crises is an indication of respecting human values and human rights. In this study, firstly, the history, definition and conceptualization of humanitarian aid are explained. In addition, the approach of realism and liberalism to humanitarian aid has been discussed in the axis of international theories. Then, the humanitarian aid policies of the countries (America, China, Russia) from three different regions were researched, the actors determining the policies, the institutions implementing the policies, the budget and resources of the humanitarian aid, the types of aid, the regions where the aid was given, and the amount of the aids was explained. In order to better understand the policies, examples were selected in line with the political framework followed by the countries. The humanitarian aid efforts of the three countries were compared over predetermined items and ultimately evaluated.
