This research presentation introduces an original analytical matrix designed to evaluate how the Humanitarian–Development–Peace (HDP) Nexus is articulated within logframes and whether its formulation aligns with the contextual needs and operational realities of humanitarian responses. Drawing on a comparative analysis of 18 Joint Responses by the Dutch Relief Alliance (DRA), the matrix enables a structured assessment of intra-agency nexus integration across sectors and crisis types. Developed through document analysis and refined through participant observation and practitioner interviews, the tool provides a replicable method to trace how humanitarian actors plan for nexus integration and whether logframe designs reflect a coherent understanding of the Nexus as both a conceptual and operational shift.
Findings reveal significant gaps between what is formally planned and what is practiced on the ground. While logframes often omit the peace component, due to political sensitivities or donor expectations, field actors frequently implement informal peace-related activities, such as community engagement or protection-oriented coordination, as part of adaptive risk mitigation. This disconnect highlights a pragmatic, often depoliticised approach to nexus programming in which peace is practiced but not named. The presentation will reflect on what this reveals about localisation, nexus barriers and enablers, and the politics of visibility, offering lessons for more context-aware and reflexive nexus planning.
