Fragile and conflict-affected environments demand integrated responses that move beyond traditional, siloed approaches in humanitarian action, development, and peacebuilding. While the Triple Nexus framework calls for greater coherence, practical integration remains elusive. This paper argues that Civil Society Organizations (CSOs), often seen primarily as implementers, hold a pivotal and forward-looking role in shaping the future of Nexus approaches. Their proximity to communities, contextual knowledge, flexibility, and capacity for grassroots mobilization position them as indispensable actors in weaving integrated pathways toward sustainable impact.
Drawing on a critical literature review, case study analysis (including Libya), and foresight methodology, this paper explores how CSOs can lead on Nexus integration. It examines current and emerging contributions by civil society and identifies structural challenges such as funding mechanisms, governance barriers, and policy constraints that influence their capacity to act effectively.
The paper proposes a foresight-informed framework to support CSO leadership in Nexus efforts.. Ultimately, it aims to reframe civil society not as a peripheral actor but as a driving and unifying force essential to building a more cohesive, responsive, and sustainable Nexus.
