I have been actively involved in WHS discourse and also mobilizing local NGOs in Bangladesh in view of Grand Bargain and Charter 4 Change commitments since last two years in Bangladesh. I am also mobilizing local NGOs in Rohingya response too. The approach of mobilization is dialogue and thorough positive engagement especially with UN agencies and INGOs. My basic objectives is to promote a sustainable locally led response which is low cost with greater accountability and community participation. One can see those in campaign reports in www.coastbd.net and www.cxb-cso-ngo.org. Primary reasons in this regard which are holding back are (i) Agencies and organizations hardly have any transparent and competitive policies in this regard with a long term sustainable vision, most of the time interventions are short term and short sighted, and (ii) most of the time we give importance to the technical skill or capabilities rather then on human qualities of commitment and sincerity. My paper will give all those practical experiences that which are holding back in respect to promote locally led humanitarian response and how we can take initiative in this regard.
