Paper: A Nexus of Practitioners and Academics is Fundamental to Promote Advocacy for Localization

Abstract

We in COAST (www.coastbd.net) working for coastal poor in Bangladesh. We have been mobilizing local NGOs and CSOs for effective participation in WHS process. And then we have mobilized again for implementation of Grand Bargain (GB) and Charter 4 Change (C4C), we have also taken Rohingya issue as a case in this regard too. We have developed charter of expectations and other demand in this regard. We believe that those commitments are policy supply side, unless there is a strong mobilization from demand side then there will be little of implementation. Basic outcomes of those GB and C4Cs are localization, participation revolution, primacy of local organization in humanitarian actions and thereby sustainability of the efforts. All above all those commitment givers especially donors, UN agencies, our government should be made accountable from the grass root or from front line. Here the mobilization needed strong capacity of research, evidence building and thereby initiating advocacy and dialogue so that these will create a knowledge building for a behavioral change. But here most of the local organization has lack of resources in doing such research and evidence building or knowledge building for changes. Here academics can help in this regard, while academics in south has also lack of resources, northern academics and institutions need to do collaboration in this regard with southern academics and institutions. A nexus of practitioners and academics is needed to facilitate uninformative changes in this regard.
