Abstract
This paper will attempt to put some of the issues of cash assistance in historical perspective in order to respond to the other papers presented and open up the debate on the 'modernity' of cash assistance programmes. The paper will be short and form part of the panel's structure (seeking guidance from the organisers on this one).
