| Bio | Harriet Rachel Kagoya – Kibuule (PhD) is the Director Operations for Uganda red Cross Society. She has over 24 years of national and international expertise in Research, Monitoring, Evaluation and Learning (RMEL), systems strengthening, strategic programs design and management, and knowledge and resources management. Her vast portfolio includes multi-sectoral work experiences as a Director Operations, Project Manager, Programme Coordinator, Senior M&E Advisor/Specialist and a Consultant. She holds a PhD in Public Health, Master’s in public health (MPH), Master’s in Business Administration (MBA) and BSc/Education. Harriet’s extensive training and diverse work experiences have equipped her to be a key resource on research, program designs and management especially for humanitarian and community-development projects. Her technical skills-set pertains to six areas: project strategic planning and management, grant and financial management, RMEL, technical writing/knowledge management, systems strengthening and capacity building. Harriet’s expertise in research, technical writing and information dissemination is evident with 14 peer reviewed publications https://scholar.google.com/citations?user=8aEQI7MAAAAJ&hl=en, over 70 technical reports/briefs/success stories/abstracts/conference presentations. She has designed, implemented, evaluated and supported over 40 multi-country donor-supported programmes in East and Southern Africa, at national and community levels.
