Abstract

in the aftermath of the 2023 earthquake and amid an evolving political landscape, Syrian refugee programming in Turkey stands at a critical juncture, it will bring together practitioners, policymakers, and researchers to examine the operational challenges faced by humanitarian actors, assess the impact of recent natural and political disruptions, and reflect on the current state of protection and service delivery for Syrian refugees.

Particular attention will be paid to the shifting stance of the Turkish government regarding protection mechanisms, including recent legal and policy changes, and their implications for refugee rights, local integration, and prospects for voluntary return. The panel will explore how organizations are adapting to shrinking operational space, rising anti-refugee sentiment, and funding volatility, while also highlighting community resilience, local partnerships, and innovative approaches on the ground.

Through evidence-based discussion and co-developed recommendations, the panel aims to contribute to shaping more responsive, rights-based, and sustainable refugee policies and practices by collaboration of Syrian and Turkish organizations in Turkey.
