Abstract

The increasing frequency of climate-related disasters disproportionately affects populations in
fragile, conflict-affected, and violent settings (FCV), compounding existing vulnerabilities across
social, political, economic, and environmental dimensions. As a result, humanitarian needs and
crises are evolving rapidly. This session examines the International Committee of the Red
Cross’s (ICRC) progress on climate-smart programming risk integration across its programming,
contributing to disaster reduction outcomes in FCV settings. This is particularly relevant due to
the ICRC’s access to conflict zones and direct work with people affected by conflict. This
session will highlight key insights into approaches to assess and strengthen institutional
preparedness to address climate-related disasters in operations and reflect on the
implementation of initiatives that aim to connect risk information across climate, conflict and
vulnerability. Our session will share ideas emerging from the last five years support of the
Climate Centre, on the integration of climate risks into the ICRC and as well a new initiative on
multi-risk data for prioritization (Operational Prioritization Tool for Impact in Conflict and Climate)
part of the Complex Risk Analytics Fund (CRAF’d) and with insights from the joint Movement
guidance on DRR in FCV contexts.
