In the past decade, significant progress has been made in understanding the complex and context-specific relationships between disasters and conflict. Research has shown how armed conflict can exacerbate disaster vulnerability and undermine the implementation of disaster risk reduction (DRR), while the effects of disasters on conflict are more variable and often shaped by governance dynamics and power structures. While we know that operationalizing DRR in Fragile, Conflict-Affected, and Vulnerable (FCV) scenarios demands conflict-sensitive, adaptive, and politically informed approaches, many aspects of this process still require further exploration and systematization.

This panel invites presentations that deepen understanding of the disaster–conflict interface, moving beyond recognition of their interrelation to examine nuances of these dynamics and how they unfold in practice. It also seeks to explore how humanitarian strategies can be rethought and adapted in protracted conflict settings, where risk reduction and response efforts are shaped by long-term instability, displacement, and the erosion of governance. Contributions may focus on a wide range of topics, including but not limited to: the role of anticipatory action in FCV contexts, how compound disasters intersect with polycrises, the indirect impacts of climate change, interactions between small-scale disasters and protracted crises, or the institutional and governance frameworks needed to implement and sustain DRR in FCV settings.

The panel aims to foster an exchange across disciplines and sectors, welcoming insights from practitioners, policy professionals, and researchers. Presentations may draw on conceptual reflections, empirical findings, or operational experiences. Follow-up outputs may include blog posts and, depending on panellists’ interest, a special journal issue on Disaster Risk Reduction in FCV Scenarios and Humanitarian Strategies for Protracted Conflicts.
