Abstract

In 2016, Türkiye initiated the establishment of the National Assisted Voluntary Return and Reintegration Mechanism (NAVRRM). This initiative aims to ensure that the return of foreigners to their countries of origin is carried out in accordance with international human rights standards and with full respect for human dignity, while also strengthening cooperation with countries of origin. Legally anchored in Article 60/A of Law No. 6458 on Foreigners and International Protection, the mechanism authorizes the provision of in-kind and cash support to eligible individuals and enables collaboration with international organizations, public institutions, and civil society actors.
NAVRRM exemplifies the evolving theoretical concept of return infrastructure—the institutional, material, and procedural systems that structure how return and reintegration are governed. Returns are not solely policy decisions but are implemented through a coordinated framework involving diverse actors, technologies, and operational practices. In this context, return counsellors play a vital role; 160 migration experts from 81 provinces have been certified through a structured, three-phase training program to support returnees throughout the process.
Led by the Presidency of Migration Management (PMM), NAVRRM operates in partnership with the Ministry of Foreign Affairs, the Turkish Red Crescent, and the Turkish Cooperation and Coordination Agency (TİKA). Reintegration support is delivered facilitating the returnees’ adaptation in their countries of origin with tailored financial and material assistance. The mechanism highlights the importance of institutional collaboration in building a comprehensive and human rights-based return system.
