The focus on access negotiations has increased with the occurrence of more protracted emergencies, violent attacks on humanitarian workers, increasing government restrictions and the fragmentation of power. Based on research conducted in four of the most volatile humanitarian contexts, this paper explores dilemmas and weaknesses humanitarian organizations often experience when negotiating access in conflict settings. This paper will focus among others on the difficulties of implementing joint access strategies; practices of outsourcing risks and compromises; and responsibility for local staff.
